How to play

01 Change taxes and apply a budget Tax brackets, VAT and spending in one proposal.
  1. Open Budget → Revenue & taxes. Select a tax to edit it. Income-tax brackets and social contributions have their own detailed editors; VAT can use different categories for individual products.
  2. Adjust spending in Budget → Spending. These edits join the same budget proposal. Compare current and projected revenue, spending and balance before committing.
  3. Click Apply in the Budget project bar. Discard abandons the pending changes and reloads the current budget.
02Launch a productive-investment programmeChoose what to develop, what it should achieve and how much to commit.
  1. Open Business & Investment → Productive investment and choose Prepare an investment. Target a company, a specific good or a sector. For a sector, you can also identify goods to favour.
  2. Choose Produce more at home, Sell more abroad, Create jobs or Reduce a critical dependence. Set the maximum budget and the programme’s duration.
  3. Read the assessment and the first proposed project. Check available workers, supplies, electricity and export transport where shown. Authorise the programme when the proposal suits you.
  4. Follow committed spending and construction in the programme’s file. It selects further projects within your budget and duration. Stop new commitments ends future allocations; construction already committed continues.
03 Pass a law through Parliament Choose a legal change, check support and follow the vote.
  1. Open Legislation, search for the measure and open its card. Select a proposed value or legal option: for example, the working week, retirement age or minimum wage.
  2. Read the balance of support and the required majority. Select Table the bill to submit it. The preview alone does not change the law.
  3. Follow the debate and vote in the law card. You can withdraw a bill while it is in debate. Where the constitution requires executive assent, complete that decision after Parliament passes it.
04Understand elections and your parliamentary majoritySeparate electoral calendars, chamber renewals and who gets to govern.
  1. Open Politics → Assembly. Under Upcoming elections, check the date for each chamber and each elected executive office. These contests have separate calendars: a legislative election can fall during a president’s term.
  2. Open Politics → Institutions. Check how each chamber is selected, its voting system and whether it renews all its seats or only part of them. With a partial renewal, only half or a third of the chamber is renewed; the rest of its composition is retained.
  3. Prepare the relevant campaign in My party. If several elections are underway, select the contest you want to campaign in. Parliamentary seats and an elected executive office are separate contests.
  4. After the result, return to Assembly and Government. Check the seats, governing coalition and holders of each executive office. Where Parliament determines the government, the game resolves coalition formation and any required investiture. The largest party is not guaranteed to govern alone.
  5. Before tabling a law, check its voting forecast and the majority required in each chamber. Set your party’s voting line or ask another party’s leader for support. Coalition membership does not guarantee every vote.
  6. Follow the bill’s procedure after the vote. Depending on the constitution, a second chamber, executive assent, a veto or judicial review can affect whether it takes effect.

05Reform the constitutionChange electoral rules, chambers and the balance of powers.
  1. Open Politics → Institutions to inspect the current chambers, selection rules, terms and executive powers.
  2. Open Legislation and select the relevant constitutional measure. Choices include adding or removing an upper chamber, changing chamber renewal, Parliament’s powers, executive vetoes and judicial review.
  3. Select the chamber where the measure is chamber-specific, then the proposed change. Read its support forecast and the constitutional procedure before submitting.
  4. Follow the reform’s status through its votes and any further requirements. Check when it applies: some electoral changes are deferred until the election.
06 Prepare an election campaignRaise funds, recruit activists and announce the promises you will defend.
  1. Open Politics → My party. Use Raise funds to replenish your party’s treasury. Set a recruitment budget and choose Recruit to bring in activists.
  2. When an election campaign opens, select the election if several are underway. Adjust Budget and Activists committed, then review the expected advantage and influence cost.
  3. Choose Launch the operation. The committed money, activists and influence are spent. Follow the campaign and check your remaining resources before planning another operation.
  4. In the platform editor, choose up to three commitments on laws, taxes, spending or electricity capacity. Set each target and choose Pledge. Review the conditions and likely reception, then select Confirm platform to announce it.
  5. During the mandate, return to your party’s promises and report to follow delivery. A promise does not change a law, apply a budget or build a power plant: carry out those decisions through their respective screens.
07 Challenge the government with a no-confidence motionCheck parliamentary support before putting the government to a vote.
  1. Open My party and find the parliamentary actions. Check the voting forecast and whether your constitution requires an alternative governing majority.
  2. Choose Put the government at stake and confirm the motion. This spends party influence. If your party is a coalition partner, tabling it also means leaving the government coalition.
  3. Follow the motion to its vote. Removing the government does not automatically put your party in power; the constitutional procedure determines what follows.
08Review migration and change admission rulesCompare who arrives and leaves, then choose the admission rules.
  1. Open Demographics. Compare arrivals, departures and their age and qualification profiles. Check the social groups leaving and the main destinations when departures are recorded.
  2. Open Legislation → Regular immigration cap. Choose the proposed annual capacity, then review and confirm the government action shown on the card. Follow actual admissions alongside capacity.
  3. Open Right of asylum separately. Choose a set of rules for access, appeal and detention, and follow the legislative procedure. Review pending, granted and rejected claims on its card.
09Find which social groups are under pressureCompare household finances and public sentiment across groups.
  1. Open Society and select a social group. Compare its share of the population, income trend and satisfaction with the other groups.
  2. Expand the group to see income, income tax, disposable income, wealth and militancy. Use these together: a change in income is not the same as a change in living costs.
  3. For a tax or spending change, prepare and review the package in Budget. After implementation, return to Society to follow the groups’ finances and reactions. Active demands and strikes can be inspected in Labour relations → Disputes.
10Negotiate a labour disputeMeet the representatives, weigh a concession and carry it through.
  1. Open Labour relations → Disputes. Select a demand, inspect the workers involved and choose Negotiate to meet its representatives in Cablegram.
  2. Choose an available measure, then Offer a compromise or Meet the demand. Compare the current rule, the demand and your proposal. Read the additional annual cost when shown and each union’s response.
  3. Select Present proposal when an acceptable offer is ready. For a budget measure, review the shared budget proposal and apply it. For a law, use Open legislation and carry the change through its procedure.
  4. Return to the dispute to follow implementation and disruption. A recorded agreement can still be awaiting implementation; other demands may remain unresolved.
11Change housing policyControl rents, regulate mortgage resets and commission social housing.
  1. Open Housing → Policies. Under Choose the rent regime, select Free rents, Indexed rents or Capped rents. Read the coverage preview, then choose Apply the rent regime.
  2. Under Regulate mortgage-rate resets, choose Contractual resets or Capped resets, then apply the selection. Capped resets limit each eligible periodic increase to two percentage points.
  3. Under Launch a social-housing programme, choose the number of homes. Review the total cost, annual commitment, remaining envelope and delivery estimate. Select Launch the programme.
  4. Follow the programme list. Use Market and Households to inspect housing pressures and the costs different households face.
12Respond to a protestRead the demand, choose an intervention and follow its consequences.
  1. Open Overview → Movements and select the movement. Read its demand, participants and current level of violence.
  2. In Intervention doctrine, compare Facilitate and protect, Contain, Disperse, Armed crackdown and Deploy armed forces. Review the control, escalation and casualty estimates.
  3. Choose Apply for the response you want. An armed crackdown or military deployment first opens the order’s commitments; choose Confirm the order to issue it.
  4. Follow the movement’s violence, casualties and political pressure. Review the underlying demand as well as the security response.
13 Negotiate a defence pact Choose partners, obligations and the duration of the treaty.
  1. Open the military treaty negotiation in Diplomacy. Choose a defensive pact, guarantee, non-aggression pact or military-access agreement.
  2. Select the countries and set the duration and withdrawal notice. A defensive pact can include military access, intelligence sharing and offensive assistance; available clauses depend on the treaty type.
  3. Read each partner’s response and the reasons shown, then submit. Check the treaty details afterwards to see its commitments and handle calls for military assistance.
14 Propose and vote on a UN resolutionBring a crisis before the Security Council and weigh the votes.
  1. Open Diplomacy → Organisations → UN and select the session. Choose an available crisis dossier.
  2. Propose a condemnation, ceasefire or sanctions resolution. Open it to inspect the voting forecast, including the positions of permanent members.
  3. Cast your vote for, against or abstain before the vote is settled. A permanent member’s vote against is a veto. Follow the resolution to its adoption or rejection.
15 Negotiate tariffs product by product Exchange concessions and check who benefits.
  1. Open a partner’s trade dossier and start a negotiation. Choose Compose the offer, then Choose products.
  2. Set each side’s import-duty reduction for each product. 50% halves the duty; it does not set a 50% tariff. Set how many years the reductions take to phase in.
  3. Compare the effects for exporters, domestic importers and customs revenue. Submit the offer, review counteroffers and complete the agreement’s ratification and signing stages.
16 Build, expand or stop a power plant Place a project on the globe and read its cost before building.
  1. Open the Power grid from Energy. Select a power source and the number of units, then choose a site on your country’s territory.
  2. Check the proposed capacity, price and construction duration. Select Build here to begin the project.
  3. Select an existing plant to inspect it. Where available, expand its capacity, stop it, restart it or retire it. The retirement confirmation shows any decommissioning cost.
17Order military equipment and manage stockpilesChoose equipment, review the offer and track deliveries.
  1. Open Defence → Arsenal. In Equipment, inspect your holdings and quantities already committed or available.
  2. Select Order, choose an equipment class and set the Quantity.
  3. Review the available offer, including its origin, model, cost and estimated production time. Select Order to submit it.
  4. Open Orders to follow production and delivered quantities. Use Open production center for the broader production view.
  5. Back in Equipment, adjust Stock target to set the supply coverage you want to maintain.
18Send or request military supportChoose a monthly commitment and an equipment shipment, then follow what arrives.
  1. Open Defence → Alliances and find Military support. Select Offer support to help a country at war, or Request support when your country needs assistance.
  2. Choose the Conflict and Partner. When offering support, the partner list identifies the side each country is fighting on.
  3. Set Monthly funding and quantities under One-off equipment shipment. Funding repeats monthly; the equipment shipment does not. You can send either or both.
  4. Select Offer support or Request support to submit. Check Requests and offers for its status. A proposal needs acceptance before becoming active.
  5. Use Support sent or Support received to inspect deliveries and equipment awaiting transport. For outgoing commitments, use Modify, Suspend or End as needed.
19 Negotiate peace and settle territorial claimsChoose what to demand, or suspend the fighting without changing borders.
  1. While directing a war, open Peace negotiations from the command controls. Review the negotiating margin and the opponent’s response to your terms.
  2. For annexation, select occupied provinces covered by your declared territorial war goals. Click a selected province again to leave it out. Use Clear all to remove the demands and propose a white peace.
  3. Choose Sign the treaty when the terms are accepted. A rejected offer leaves the war going. After peace, review the war report for the settlement, duration and losses.
20Negotiate a territory’s political statusPropose autonomy, independence, integration or a change of sovereignty.
  1. Open Political Status and inspect the territory and its relationship with the relevant authorities. Start a new proposal for an eligible subject.
  2. Choose the proposed status or an available cession or integration. Set the receiving authority where required; a cession also includes a price.
  3. Read the proposal assessment and select Submit proposal. Follow the case to inspect responses, required consents and support among parties, communities and social groups.
  4. Respond to the negotiation or compose a counteroffer when available. Follow any required referendum and the case’s final outcome.
21Respond to a disasterSet the response, choose what to protect and follow reconstruction.
  1. Open Climate → Disasters and select an event affecting your country. Inspect the affected provinces, casualties and remaining damage. View on globe takes you to its location.
  2. Under Government response, choose Local response, National emergency or Exceptional mobilisation.
  3. Set Operational priority to Balanced, Save lives or National continuity, then select Issue orders.
  4. Follow reconstruction progress, recovery funds and material deliveries. To help another country, select its disaster, enter an amount under Help reconstruction, review the funding preview and select Make donation.
  5. For prevention, open Climate → Prevention, select an applicable hazard and adjust its Annual budget. The change is saved when you finish adjusting the control. Check preparedness and weak points as capabilities improve.
22Organise an event or bid for the OlympicsChoose a location and scale, secure venues and follow preparations.
  1. Open Sport and culture → Event calendar. Choose an event format, Venue location and Scale.
  2. Read the assessment of cost, venues and available security forces. Use the sports and cultural facility controls under Venues if you need to commission facilities.
  3. Select Organize an event when the proposal is eligible. For the Olympics, select an open hosting contest and Submit a bid, then prepare the location and scale. The host is chosen by a vote.
  4. Follow the calendar through preparations and the event. You can reduce the scale or cancel your own event while it is still being prepared. Afterwards, review attendance, spending and results.
23 Launch and prioritise research Choose an independent programme or work with another country.
  1. Open Research and choose a technology marked Ready to start. Inspect its prerequisites and effects.
  2. Choose a sovereign programme, or use an available licence, scientific-cooperation agreement or joint industrial project. Review the proposal and select Launch program.
  3. Open an active programme to change its share of scientific capacity, then choose Apply allocation. To free a slot, stop a programme and confirm the decision; its acquired knowledge is kept.
24 Prepare an intelligence operation Reconnaissance, access and action against a specific target.
  1. Open Intelligence → Operations and select a target country. Choose whether to observe, prepare or act.
  2. Select a mission and read its briefing. Available actions include mapping a system, establishing access, stealing state secrets, disrupting a grid and sabotaging an identified plant or extraction site.
  3. Review the target, cost, duration and risk before launching. Follow the active operation, then open its report for the result and any exposure of your network.
25 Find IDs for territory and character cheats Get the target from the game instead of guessing its name.
  1. For a province, use debug_map to display country tags and province IDs on hover, or provat to inspect the province under the cursor. Enter annex_prov followed by that province ID.
  2. For a country, enter annex_country followed by its country tag. Tab offers matching arguments. This command takes its provinces and dissolves the target country.
  3. For a character, use debug_ids to show the copy-ID control on character sheets. Enter kill_human followed by the copied ID. kill_leader targets your leader when no country is supplied.
26 Send a crew to the Moon Prepare a habitable site, supplies and launch access.
  1. Establish a site in a free lunar region. Build and complete its habitat and life-support facilities.
  2. Check power for vital demand, habitat capacity and storage for incoming cargo. The site needs at least three months of supplies after accounting for the arriving crew.
  3. Train a crew and select the site’s crew mission. Check financing, launch access and supplies before departure.

Open it in a campaign

Press the key immediately left of 1: ² on a French PC keyboard, ` on a US keyboard, or @ on a French Mac keyboard. Type a command and press Enter.

Names, targets and toggles

Copy copies the base command. Toggles such as fast_research switch state each time you run them. Add on to enable or off to disable explicitly. Add a target only where the command requires one.

help lists commands. help money explains one. Tab completes names and arguments. Esc dismisses suggestions, clears the line, then closes the console.

Steam achievements: a successful cheat permanently disables them for that campaign. Turning a toggle off does not restore eligibility. Help and display commands do not disable achievements.
